From the above figures the number of officers required
to fill a basic establishment of 100 posts would be 138.7 if it were
possible to compel officers to take leave regardless of the season.
But as it is generally considered necessary to allow officers to take
leave during the summer months, i. e., for a period which includes the
months May to August, inclusive, the factor for leave requires to be
raised to prevent the number of officers available for duty from
falling below the basic minimum during the summer months.
Theoretically
this would require the factor of 38.7% to be raised to 58 but statistics
when available may indicate that a lower figure will in practice
suffice and it is proposed to experiment with a factor of 48% i. e. one
half of the increase theoretically necessary.
